Italy presented a 10-point document at the meeting calling on, among other things, European Union countries to accept their share of economic migrants entering the bloc, or get less EU money.
It also called for migrant "protection centres" to be set up in several EU countries to relieve overcrowding in its facilities and demanded more aid for African countries that fight human trafficking.
Italy's new proposal, entitled European Multilevel Strategy for Migration, would steer away from an "emergency approach" to a more "structural" system, Conte said during the meeting.
