The five-storey building, built in the 1950’s, crumbled at around 6:20 am local time and rescue workers and dog units searched for bodies overnight.
National fire brigade spokesman Luca Cari announced on Saturday that all of the bodies had been recovered, and that nobody had survived.
Cari added that the eight victims included two young brothers, aged 14 and eight.
Torre Annunziata Mayor Vincenzo Ascione described the scenes as “unimaginable” and an “inhumane tragedy”.
Torre Annunziata prosecutors have opened an investigation into the collapse.
Eye witnesses said there was no explosion, but that a freight train passed by the building shortly before the collapse.
Italian rail company RFI said the train's vibrations would not have had an effect on the building's stability because they are absorbed by ballast.
Debris fell onto the rails, and the scenic line connecting Naples with the nearby Pompeii and the scenic Amalfi coast remained closed.
