The executive is considering the possibility of an amnesty for the return of capital abroad, which could bring the coffers of the State a further 3-5 billion, according to initial estimates.
A cornerstone of the budget, explained the sources close to the dossier, will be the revision of the rule on a windfall tax on energy companies' huge extra-profits, with a rate not yet confirmed, that could be 33 per cent.
