Berejiklian said her government’s “ultimate” aim had been to get all students back in class by the end of Term 2.
But she said that if things were going well, “there was no reason we can’t bring that forward” by several weeks.
Some independent schools are returning this week in a series of staggered starts, while public schools will follow this lead in week three of the term.
Berejiklian said schools would be monitored closely and any changes would be “sustainable” and ensure students did not face further disruption.
It comes as just two new cases of the virus were confirmed overnight, bringing the state’s total to 3004.
“We do urge everybody to come forward and get tested,” the premier said.
“We know, as the states consider restrictions, as we consider what May and June look like, we must rely on testing and people coming forward and getting tested even if you have been in direct contact with someone with the virus, it is important for everybody to come forward and get tested.”
Lithgow, the Blue Mountains, Lane Cove and the northern beaches have been pinpointed as areas where people should go and get tested.
