His comments came during a meeting in Oslo with Norwegian Prime Minister Jonas Gahr Store.
“It is necessary to oppose Russia's policy of aggression,” Mattarella said.
“But that must not stop us seeking a landing place for peace.
“Russia's decision (to attack Ukraine) is irrational.
“Let's hope that elements of rationality return in Moscow.”
