The Constitutional reform bill, drafted by Justice Minister Carlo Nordio, also creates a High Court to discipline members of the judiciary.

The sources said that the approval of the package was greeted by a round of applause by ministers.

The National Association of Magistrates (ANM), the judiciary’s union, has criticised the reform, saying it will weaken the judiciary.

Naples Chief Prosecutor Nicola Gratteri recently said that he believed the reform was “an attempt to bring prosecutors under government control”.

He also said that “only 0.2 per cent make the switch from one function to another”.
