It is alleged police intercepted a Porsche inbound on the Eastern Freeway when the multi-vehicle collision occurred near Chandler Highway just after 5:30 pm on Wednesday.
Leading Senior Constable Lynette Taylor, Senior Constable Kevin King, and Constables Glen Humphris and Josh Prestney died at the scene.
The driver of the Porsche, 41-year-old Fitzroy man Richard Pusey, was allegedly travelling at 140 kilometres per hour while under the influence of methylamphetamine and cannabis before he was pulled over.
L/Snr Cst. Taylor could be heard calling for help before Pusey began filming the crash.
He allegedly walked up to her and said: “There you go. Amazing, absolutely amazing.”
“All I wanted was to go home and have my sushi and now you've f----- my f------ car,” Pusey allegedly said as L/Snr Cst. Taylor continued to groan for help while pinned between the vehicles, the Melbourne Magistrates Court was told today.
The truck driver has been admitted to hospital where he is expected to remain for a number of days.

The investigation into the exact cause of the collision remains ongoing.
Police are still urging anyone who was driving in the area, who has dashcam footage, in particular the movements of the truck immediately before the collision, to come forward.
