At the beginning of the week, winds of up to 100 km/h were registered off the coast of Trieste and intense gusts also lashed Trentino, Veneto and the province of Rome.
Snow fell on the Apennines in Tuscany and Emilia-Romagna, and in the northern city of Bologna, while temperatures dropped to almost 0˚C in Turin.
Intense winds also battered Sardinia, while a boat sank in rough waters near the regional capital of Cagliari.
Weather conditions have been particularly severe in the central Italian region of Abruzzo, between the provinces of Pescara and Teramo.
The Adriatica state highway is flooded in sections between Silvi and Pineto and the River Saline has risen beyond the alarm level.
Rough waters are causing damage on beaches in the region and sea routes between Termoli and Tremiti have been suspended.
The government said on Wednesday that electricity and gas manufacturer ENEL had promised to restore all power by the end of the day following blackouts in parts of the Tuscan-Emilian Apennines due to the bad weather.
Several Apennine municipalities have lodged a complaint over the lack of electricity.
