Arrests were carried out in the regions of Sicily, Campania, Tuscany and Friuli Venezia Giulia.
Some 14 suspects were remanded in custody, and one was placed under house arrest in the operation in which 120 finance police officers were deployed.
Prosecutors also ordered the seizure of nine companies operating in the construction sector, property including land, five cars and financial assets worth collectively over 12 million euro.
In total, 26 people have been placed under investigation in the probe.
