The incident occurred around 9:00 pm, on Saturday, September 15.
No one was hurt in the event.
Diners were enjoying a meal in the touristic hot-spot of Darling Harbour when a group of two men and two women approached a seated table of four inside the restaurant, police said in a statement released at the time.
A fight broke out between the six men before one man pulled out a pistol and fired a single shot into the ceiling of the restaurant.
The groups then fled.
The two suspects were arrested in a hotel room in Parramatta about 3:30 am on Sunday.
The man, 36, faces numerous charges including firing a gun in public, possessing a loaded firearm in a public place and using an unauthorised firearm.
The woman, 34, has been accused of being an accessory after the fact to the shooting.
The man and the woman were arrested without incident.
Both were refused bail to face Parramatta Local Court on Sunday.
