The on-the-spot fine for breaching social distancing laws is up to $1652 for individuals.
A statement from Victoria Police said officers also fined four people who were “found walking the street seeking drugs”.
The statement said 835 spot checks were conducted in the past 24 hours, while more than 16,000 have been conducted since the restrictions came into effect on March 21.
The latest figures come as Premier Daniel Andrews has urged Victorians to stay home over the Easter long weekend.
“I hope it’s pouring rain this weekend as that will discourage people from going outside,” Andrews said.
“We can’t have a normal Easter and pretend that won’t spread the virus.
“This is not a holiday weekend.
“If you are moving around the state as normal, then you are ignoring the fact we are in a pandemic.
“If we try and have an Easter Sunday lunch with grandma and grandpa and the broader family, we are just putting ourselves at risk.
“If this gets away from us … doctors would have to choose which patient lives and which patient dies. We can’t let that happen.”
