Premier Daniel Andrews said the aim is to test 100,000 Victorians over the next two weeks.
“With that data, with those test results, we will have options to ease some of the restrictions that I know are frustrating and challenging and difficult, but restrictions that are working,” he said.
It comes as Victoria recorded just one new case of coronavirus overnight, bringing the state’s total to 1349.
There are 23 people in hospital, including 11 patients in intensive care.
No new deaths have been recorded.
Andrews declared Victoria will not follow in the footsteps of other states in easing some social distancing measures, despite a falling infection count.
He said the state has no intention of altering stay-at-home measures until the state of emergency ends on May 11, despite moves by Queensland, Western Australia and the Northern Territory to ease some restrictions this week.
“We will still proceed carefully and cautiously, so as not to give back all the gains that we have made,” he said.
“People have given too much, people have done too much hard work to have a situation where we waste it away because we are getting impatient and frustrated with the new normal.”
The Victorian government has encouraged parents to keep their children at home for all of Term 2.
Schools are open for students who cannot learn from home and the children of essential workers.
