Premier Daniel Andrews said seven of the new cluster cases were staff at the Brooklyn abattoir, while six were close contacts.
Andrews said next Monday would provide an opportunity to review the lockdown rules in Victoria, following the National Cabinet meeting on Friday.
The premier said he was “so pleased and proud” by the number of people who had been tested, after embarking on a blitz aimed at testing 100,000 in two weeks.
Health workers conducted 18,200 tests on Wednesday alone, with 106,000 tests carried out in the last week and a half.
“It was an ambitious target and to get there three, four days early is a great credit to Victorians,” Andrews said.
But he also urged more Victorians come forward to get tested before lockdown measures are eased.
“Victorians across the board, we are so proud, we’ve asked you to come forward to get tested and we encourage you to keep coming forward to be tested even with the mildest symptoms,” he said.
Victoria has recorded 1454 confirmed cases of coronavirus to date, including 105 active cases.
Eight people remain in hospital in the state, including six people in intensive care.
The state’s death toll stands at 18.
