The legislation cleared state parliament overnight during an emergency sitting, in which limited MPs were permitted in the chamber.
The government now plans to borrow $24.5 billion to help the state combat the economic carnage from the virus.
The government has also set up a dedicated taskforce to help keep the state’s building and development industry running through the crisis.
It has approved four new projects worth more than $1.5 billion.
The mammoth COVID-19 omnibus also includes temporary changes, such as the introduction of judge-alone criminal trials and virtual meetings for state and council politicians.
The omnibus bill passed with the support of the coalition, despite Opposition Leader Michael O’Brien’s concerns it grants unprecedented powers to the justice system.
It comes as Victoria recorded six new cases of coronavirus overnight, bringing the state’s total to 1343.
Health Minister Jenny Mikakos this morning confirmed a mental health facility had seen a cluster of cases, with 14 people linked to the facility, now diagnosed with the virus.
“Five are patients, five are staff and four are household close contacts,” she said.
“Further testing will be undertaken today to determine if there is any further spread.”
Twenty-seven people are being treated for coronavirus in Victorian hospitals, including 11 in intensive care.
